Scheme
The Scheme will be known as the Scheme for Promotional and Dissemination of Tribal / Rural art and Culture .Under this Scheme, financial assistance will be provided to the Voluntary Organisations and institutions engaged in the preservation and promotion of Tribal / Folk Art and Culture on a recurring basis.
Objective

The scheme will address itself mainly to the well-identified and urgent need for the preservation, promotion and dissemination of tribal and rural art and culture. Its objectives will be:

(i )to provide the tribals with opportunities to conduct their cultural activities including the "Utsavas" (festivals and festivities) in their environment and to collect and preserve their art and craft in their milieu so as to ensure the continuity of the traditions of tribal art and crafts;

(ii )to promote and support documentation, research and survey, particularly the preparation of photographic record of such of the artistic and craft heritage and manifestations of tribal and rural India, that face the threat of extinction as a consequence of rapid development;

(iii)
to assist the educational authorities of the State Governments concerned in identifying projects which will help to integrate the educational system particularly the curricula (in both formal and non-formal systems of education) in tribal areas with the cultural traditions of the tribal and rural communities;

(iv) to disseminate the awareness of the richness of tribal/rural culture, particularly among the urban educated people so as to inculcate respect and admiration in them for the contribution of tribal/rural communities to various facets of tribal culture;

(v) to promote the preservation and development of tribal art and crafts and other facets of tribal culture by all other means.

Applicable to
To achieve the above objectives, it is proposed to give grants or subsidies to the registered Voluntary Organisations, Institutions and Individuals both tribal and non-tribal who have either been associated or will associate themselves with any Institution having the necessary infrastructure facilities for their projects and who are engaged in the area of preservation of tribal art and crafts for undertaking projects for

(i) documentation, research, survey and photographic record of artistic manifestations;

(ii) identifying projects in the system of formal and non-formal education to disseminate awareness of the richness of tribal culture and life; and

(iii) preservation and propagation of tribal art, craft, oral traditions and other facets of tribal and rural culture.

Financial Assistance
Grants or subsidies will be provided on the basis of approved programmes and projects including construction of cultural huts attached to school buildings or community centres in tribal areas. The grants will be recurring/ non-recurring in character, subject to the limits laid down for different components of the project by the Advisory Committee which will consist among others, the representatives of the government departments dealing with tribal welfare and culture (such as Anthropological Survey of India, IGRMS), experts in the field of tribal art and crafts and tribal people themselves. The project approved by the Advisory Committee will normally be of the duration not exceeding one year at a time. The Advisory Committee may recommend extension of the project for a suitable period thereafter. The amount of grant may be upto Rs. 2 lakhs which will cover all items of expenditure included in the approved project/programme selected for assistance in a particular year.
Remarks
1. In selecting individual projects for assistance, care will be taken to ensure that different tribal groups in all parts of the country are covered as far as possible.

The Department of Culture will invite from time to time applications for assistance under this scheme. In the normal course these applications from voluntary organisations may be routed through the respective State Governments/UT Administration which may recommend them with their observations as to the standing and contribution of these organisations towards the preservation of tribal art and culture.

3. The Advisory Committee will recommend the manner of the utilisation and disbursement of the grant.

4.
At the end of each year an Evaluation Committee will be set up by the Department of Culture to make an overall assessment of the project in terms of its impact on the Cultural life of the tribal area, the committee will submit its report within six months from the close of the financial year in which the project is completed. The reports of the Committee will be taken into consideration by the Advisory Committee at the time of selecting fresh projects for assistance or for further assistance to continuing projects.
