Preamble
The scheme will be entitled "Financial Assistance to Professional Groups and Individuals engaged for specified Performing Arts Projects".

Under this scheme financial assistance will be provided to dramatic groups, theatre groups, music ensembles, children theatre, solo artists and for all genres of performing arts activities.

The scheme will have following major components :

1. Salary Grant.
2. Production Grant.

Eligibility and Criteria for grant

1. Grants or subsidies to be given under this scheme will be on the basis of approved projects or programmes and will be ad-hoc in character. The projects selected for financial assistance under this scheme shall normally be of the duration not exceeding one year except in the case of dance-drama, or ballet groups where the duration of the project may extend upto two years. The amount of grant will be sufficient to cover all items of expenditure included in the approved project/programmes selected for assistance in a particular year amongst the items which may be treated as approved items for purpose of grant will be such as salary remuneration to artists including casual artists at prevalent rates, cost of productions/performance, rental for halls for rehearsals, cost of costumes, transport contingencies, research expenditure etc.

2. In selecting individual projects for assistance, care will be taken to ensure that all different art forms and styles from all part of the country are represented giving due preference to rare and traditional forms.

3. Special consideration will be given to the projects which are aimed at encouraging experimental and innovative methodology emerging out of original writings, original director, theatre-research, theatre training programmes or training of audience and those who foster cultural activities at the rural level.

4. The Group ensembles to be assisted for salary grant will be expected to have repertoire of adequate number and quality and should have given performances on all India basis.

5. The salary grant would eventually be converted into production oriented grant based on the project submitted by the organisation annually.

6. A production is a synergy of talents. There should be a regional festival of some of the productions. A festival at national level would also be organised selecting the best productions from regional festivals.

Mode of Selection
Grant will be sanctioned by the Expert Committee set up for purpose by the Department under the Chairmanship of Joint Secretary concerned.

In such case where it is decided to give assistance,the grant will be intended for that particular project and manner of its disbursement shall be in two instalments of 75% and 25% respectively for production grant and annually in salary grant.

One-third of the Expert Committee Members would retire each year so that no vested interest develops.
Amount of Grant
1. Salary Grant - Salary grant will be given to a maximum number of 20 artists and salaries to be decided by the Expert Committee. Amount of grant is given below :

i Artist : Rs. 3000/- per month.
ii One Guru/Director : Rs. 5000/- per month.

2. Production Grant - A maximum of Rs. 1.00 lakh per year shall be given to the Organisation/Individual depending upon the project. However, in case of larger Productions meeting specific requirements in tune with the scheme the upper limit of grant could be relaxed with approval of Hon’ble Minister

Remarks

A sum of upto Rs 1.00 crore (one crore) will be given as a one time grant by the Government of India to the concerned autonomous body. All recurring expenditure will be met by the State Government itself. The Grant will be released in four equal instalments based on progress of the project.

Advertisement of Scheme Scheme would be advertised in the beginning of the financial year. Application performa would appear as part of advertisement. Applications would be sent to the Department duly recommended by State Govts. / U.T.Administrations .
Evaluation and Monitoring of the Scheme At the end of each financial year the Evaluation/Inspection of the grantee organisations/individuals shall be carried out through field visits and inspections and by such other ways as the Department may feel necessary.
