Development of Buddhist-Tibetan Culture and Art
Objective

The object of the scheme is to give financial assistance to the voluntary Buddhist/Tibetan organisations including Monasteries engaged in the propagation and scientific development of Buddhist/Tibetan culture and tradition and research in related fields.

Criteria for Grants

The voluntary institutions/organisations and society should be registered as a Society under Societies Registration Act (XXI of 1860) or similar Acts;

Only those organisations which are mainly devoted to Buddhist/Tibetan studies and have been functioning at least for the last three years will qualify for applying for a grant;

The organisation should be of regional or all-India character;

The grants will be ad-hoc and of non-recurring nature;

Grants from this scheme will be given only to those organisations which are not in receipt of grants from any other source for similar purposes;

Financial assistance may also be given for construction of hostel building; and

Organisations which are doing good work in the field and having resources for meeting the matching funds will be given preference.

Purpose and quantum of Assistance
Financial assistance may be given for all or any of the items listed below upto a maximum of Rs. 5.00 lakhs per year for any single organisation. In case of the organisations of all-India character and running a school for imparting monastic education, the financial assistance may be given beyond the ceiling on the recommendation of the Expert Advisory Committee and approved by the Secretary Culture in consultation with the FA, Department of Tourism and Culture.

i Maintenance/Research Project Rs.1,00,000/- p.a

ii Repairs, restoration, renovation of ancient Rs.1,50,000/- p.a. monasteries etc. of historical and cultural importance

iii Award of fellowships/scholarships/holding of Rs.1,25,000/- p.a. special courses

iv Purchase of books, documentation, cataloguing Rs.1,25,000/- p.a.

v Financial assistance may also be given for Rs.5,00,000/-p.a. construction of hostel building

vi Salary of teachers where organisation is running Rs.7,00,000/- p.a. a school imparting monastic education.

The maximum grant admissible to an organisation would be 75% of the total expenditure to be incurred on any item subject to maximum ceiling fixed. The remaining 25% expenditure or more should be met by the State Govt./U.T. Administration failing which the grantee organisation could contribute the amount from their own resources.

Procedure for application
The organisation could if they so desired send one copy of the application directly to the Department of Culture and another copy to the State Govt./U.T. Administration for their recommendation.

The Department of Culture on receipt of the application would write to the State Govt./U.T. Administration for their recommendation. If no communication was received from the State Govt./U.T. Administation within one month then the case for release of grant would be examined by the Department of Culture on merit.

The organisation should furnish ,interalia the following documents to
judge the eligibility of thr organisation:

a) Constitution of the organisation, if applicable.
b) Constitution of the Board of Management, if applicable.
c) Copy of the latest available Audit and Annual Report, if applicable.
d) Details of each project for which assistance has been sought.
e) Details of the funds available and the sources from which the balance counterpart funds will be obtained.
e) Details of grants received from various sources during the last three years and current year and the purposes for which these have been received.
f) Application should be made in the prescribed proforma.
Special Provision Department of Culture in the Govt. of India may undertake any project on the subject through any of the agencies of its choice or directly and may finance the project from this scheme. Wherever the Department of Culture decide to entrust a particular project etc. to an organisation of its choice, the concerned State/U.T. Government's recommendation will not be necessary. The Expert Committee on the scheme is empowered to approve or reject any proposal received without or with the recommendation of State Government/U.T. administration.
